Also, guilds should have lieutenants/council as an optional feature, not required... for the dictators out there.

Provide customizable guild hierarchy tools, e.g. from amorphous groups through multilevel authoritative pyramid structures.

Well, TGFT has learned to live with it, though I support Surbius' idea of selectable guild structures.

In the meantime increasing the council voting window to 7 days would be of great help.
