Develop a dual-weapon mount; this would be a mount that fits in either a small or large mount and allows you to mount two weapons of the same type in that mounting. I would suggest that the mount only hold weapons one (or at most two) levels below the licensee's current level. This means that if you were lw lvl 3 you could put two lvl 2 weapons in the mount (or, if two levels below, two lvl 1 weapons). You might also cause a change in the power draw. This would give you the option of more weapons on a weakly armed craft but at a slight penalty.
