KoS ship...
Most of the really good ships require good to great standing. Which is fine, work hard... (sort of) and get rewarded. But as it stands there really isn't any reward for criminals.
I propose that Corvus have three new ships or variants (though it could be done with the existing Corvus ships as well) that have the following requirements.
Greyhound: Tri KoS
Corvult: Double KoS
CorMaud: One KoS
Now before any non pirates start complaining... keep in mind that most pirates have good standing with at least one faction and very few have TriKoS.
In all honesty, this should applied to Serco and Itani ships as well but that would unleash raging rivers of whine. (though even more honestly, nation ships should only be sold to members of that nation who are in the military).
People would still be able to get Corvus ships when the trade system is finally fixed and we are allowed to sell ships to each other.
The other thing is that with this idea... pirates (or people of ill repute) would be easier to recognize by there ships. So there is a lot of give and take. It doesn't unbalance anything and it encourages a return to the good old days when pirates were TriKoS.

I'm pretty sure this is planned to happen to nation ships. Faction redux, where are you? :(
Nationalists would still get a CorMaud.
I think general KOS standings with the big three is not a concept refined enough. It should depend on how many bounties have been placed upon that player, individual faction KOS standings... etc. I also believe the current ships should stay how they are, except maybe the Greyhound requiring a KOS standing with some factions or a nation, or a few bounties from the nations. New ships should be introduced for Corvus (UIT hate), UIT (Corvus hate [something that should be]), Itani (Serco hate) and Serco (Itani hate) that are based upon KOS standings, or other tings I mentioned. More content, when possible, is better.
OT... Corvus should place bounties on active bounty hunters.

Nahin... its happening again, crud.
I completely agree that it should be new ships that are added. VO desperately needs more ships (not more variants, but actual new ships), however, I was thinking in terms of what would be easiest for the devs, most likely to happen and require the least wok diverted away from the faction fix, player owned cappies and economy fix. Basically, short term steps in the direction the Devs are taking VO in the long term.
I suggested it be tiered like that though specifically so that TRUE nationalists could still get at least one or two Corvus ships, depending on whether they were nationalist (Single KoS) or xenophobic (double KoS).
I don't believe that Corvus would completely restrict their ships sales, with the exception of the Hound... which would be reserved for people who have truly endeared and proven themselves to them. It would be bad business, plus offering some of their ships lends a facade of legitimacy to their criminal enterprise.

+1 to OP.
Greyhound: Tri KoS
Corvult: Double KoS
CorMaud: One KoS
Make Cormaud for double KOS

Either way... three ships, three levels of KoS.

Maybe you're getting smarter. :P

The much more likely scenario, is you are getting smarter or even more likely...
I was interrogated, I was x-rayed, I was examined thoroughly. Then, they took everything about me and put it into a computer where they created this model of my mind. Yes! Using that model they managed to generate every thought I could possibly have in the next, say... ten years. Which they then filtered through a probability matrix of some kind to - to determine everything I was gonna do in that period.

Hmm, still a ways to go.
