Increase spread between variants a bit
With so many variants out there now, how about looking at spreading them out a bit more as far as licensing goes.
As a new character, it is easy to appreciate the differences each new level brings in terms of ships and weapons. Once you hit the magic 5/5/5/5 everything kind of meshes together and you don't really notice new stuff opening up. Once your 10/10/10/10 you already pretty much have everything worth having.
As an example from another thread, tarenty reminded me that the Aeolus moth only requires trade 5. The standard moth is a bit further up at around trade 8. Its fine there or could be moved to 9 without too much fuss. The XC requires trade 9 and could easily be bumped as tarenty suggested to 11 or 12 (as opposed to my recommendation of 15).
I'd suggest looking at this for each class of ship and apply where it would provide a reasonable separation of variants.

Many ships are completely skipped because they have similar/same license requirements to simply better ships, also. An example of this is the TPG Atlas Type B. It has the same license requirements as a Type X, but is inferior. The Atlas MkIII also has the same license requirements, and is only used by new UIT characters because it has a 10k price tag instead of 30k and is more available.

I'd add at least Intermediate trader badge reqs to XC, so to be sure person that buys best cargo ship in the game knows something about trade, not only procs.

The XC is too easy to get just by doing a bunch of procurement missions. It also makes sense because the heavy miner requires basic miner 2, by symmetry the XC should require a trade badge.
