NPC guards should scan cargo ships for this stuff. This would also give purpose to the cargo scan blockers and spoofers.

And bring emotion and danger to "trading" grayspace items... Indeed, it seems to me that contraband is way more FUN than escorting convoys through empty grayspace...
Every major Sci-Fi universe have smugglers, more oftne than pirates. Star Wars, Star Trek, BSG, Bab5, Firefly... Most Elite-class games also... no that much coding for a great, long-term, ever-repeating role or lifestyle, comes to VO.
Maybe we should start with two items only. Like, serco wants Eo's Crystals, and Itani wants Serco Cybernetic Implants, claiming to be for studies... Then add more items (existing & new). Border Guards deployed only at nation's borders (Eo, Jallik, GR, Pyronis, Initros) as regular SF. Start without any interation, guards close in and attack if (contraband is found AND cargo Blocker/spoofer not found) and declare Temp KoS (=no docking for contrabandists, lasting until he leaves nation +5min).
+2 for implementing a test pilot just after Cappies. Maybe even at same time, if Momerath is not working on cappies implementation, sice it is server-side logic only, no new visuals...

fetches a low price inside Serco space,
fetches a medium price in UIT space,
fetches a high price in Itani Space.
Purchasable on Serco mining & commercial stations.
Itani immigrant (illegal in Serco space) 2 cus

When I took my first moth load of Serco Ale to Itani space, I have to admit, I expected trouble at the border. It sells quite well and I usually stop and grab some if I'm headed that way.
I think there should also be an element of sneakery added. Perhaps scanners and spoofers shouldn't be necessary, just an added guarantee. For the daring smuggler, or the opportunist who happens upon some illicit cargo in a drop, it should be enough to evade border guards and SF. Just don't get within a certain range and you can slip by. However, they should be set to patrol close to traders to make it challenging.
Perhaps even a smuggling badge or two. One for x amount of cargo smuggled; one for x amount smuggled without the use of a scanner or spoofer.
