Yes DF is a special case but, banning may not be enough. I propose that he be shaved, sterilized and destroyed in order to prevent his genetic materials from being passed on!

Well, they tried repeatedly, but Death Fluffy was consistently unable to impregnate Dr. Lecter. Then the good doctor got hungry, resulting in Death Fluffy now lacking various critical components of his replication system. Ergo, there is effectively no risk of future Mini-Fluffies, barring medical breakthroughs in the manipulation of DNA and/or stem cells.
