Let some stations periodically be dishonest. Not all the time or even often as stations should be generally trusted. However, certain stations should periodically...
1) Charge more than the quoted price
2) Pay less than the quoted price
3) Accept payment for high dollar goods but deliver something like aquean ore.
4) Accept payment, but not fully complete services like repair / reload.
5) Accept payment, but deliver a lesser ship / weapon or battery type.

military & capitol stations shouldn't be affected by this

It should also be related to your standing with the station, to make using a station that doesn't like you much a bit riskier.
