I like most of that Nahin. No idea how difficult the first bit would be though.
I think it might be easier to just have your Itani standing drop proportionally to your Serco standing and visa versa.
I really like the idea of losing 100 permanently if you switch back and forth.

I don't think permanent would be a good idea. It should be very difficult and painful to reverse the damage done to the opposite faction, but not impossible. Maybe have it sufficiently arduous so as to take several months to swap POS Itani for POS Serco.
To me, it seems like being able to incur permanent faction damage would make the game less fun, not more fun.
Now, if enemy faction required that you stay below some specified level of standing with your current nation for an amount of time before they allow you to rise above some specified level of standing with them, that would be more acceptable. But I would prefer there to be a certain amount of variability to it. E.g., if you are an Itani trying to turn Serco and do nothing major to help your case, it might take a good six months of being disliked by Itani before the Serco let you attempt to become admired. But if you kill enough Itani dudes and do enough trust-building missions to aid the Serco (e.g. stuff that is "risky", to demonstrate you're willing to sacrifice yourself for them), maybe it would only take two or three months. (Of course there would need to be constraints on the type of players you kill, to prevent you from just starting a trial account Itani alt and killing him repeatedly. Maybe the people killed should have to have sufficient license that if you added their levels together it would equal 20 or so, otherwise they don't count.)

Months are too short. If the max faction standing decreases were to ever be reversed, it should take at least half a year, a lot of money, and even more effort. Require nationalism for the specified faction on all fronts, including Deneb, ctc, PvP, and war convoys.
Half a year sounds reasonable to me. Just not permanent.
Alloh, please keep in mind the difference between game time and real time. In real life it would take many years to redeem yourself, but this is a game. It's supposed to be fun. So it should take a long enough time to be very annoying, but not so long as to be impossible.
Also, just because somebody has earned the respect of their enemy doesn't make them a traitor. It's the things they may have to do to earn that respect that would make that determination.
Furthermore, in my mind anyway, it is perfectly reasonable for somebody to have been a stout member of their faction, but to begin to doubt the justice of what they've been doing and eventually join with the opposing side, and for that side to graciously, if warily, accept the convert. Slightly less likely, but still possible, is for the original side to cleanse itself of the corruption that drove their former hero away, and for the other side to become corrupt, leading to said hero once again changing sides.
A person should fight for what is right, not blindly defend whatever flag he happened to have been born under.

Another idea: switch official nation alignment, if you get a higher standing with another nation, to that nation. ex: you're Serco and get a higher Itani standing than Serco, you switch to Itani, and vice versa. If you have -600 or below with all nations, you become Grey. UIT's stay UIT regardless of their Itani/Serco faction standings unless they get -600 or less standing with UIT. In that case, they become a member of either the Itani or Serco nations, depending on which is higher, even if they're +0 and +1. Grey stay Grey until they take a special mission at one of the Big Three's stations available at Respect standing, to become of that nation.

For me, faction change should be related to ressurection technology, very similar to what tarenty proposes. But when you become KoS to where your home station is, you should allways respawn as Gray* in a Xang Xi station. Why not Corvus? They are discreet, they don't want lost "neubies" respawning inside their operation. One must fly into Corvus and re-home there.
*Gray Faction, not unaligned/hive.
