NPCs should fire in energy-conservative bursts

This is one of the major problems with the current NPC AI. NPCs with fast-draining weapons, such as dual neuts or two neutron blasters and a gatling turret (who was the genius who gave border skirmish proms that setup? Seriously! Who in their right mind puts two neutron blasters and a gat turret on their prom and fires them all at once?! You ought to fix that, while you're at it) tend to spray their weapons all at once, drain their batteries, and keep firing with their drained batteries (rendering their additional weapons useless).

So, if an NPC has a weapon setup that doesn't keep their energy at or near an equilibrium between energy drained and energy regenerated, that NPC should fire with randomized bursts. Increase and randomize flare spam rate, too, while you're at it.

Also, I propose these weapon setup changes for Border Skirmish NPCs:

Give SCPs two N2s and a Screamer. The Screamer has a low proximity fuse and a high delay, so it should fare well in the Border Skirmish and not annoy players as much.

Give the valks an energy spam setup of an N2, a posi, and a raven because, until flare spam is fixed, any of those small port flares will only be a pain in the ass.

Also, the alternate setups for prom & valk merit a try.

as a serco... i completely agree with the 'rat it's the setup for proms is just about as dumb as you can get (especially if youre a trigger mashing moron like the NPC AI) screamers seem like a doable alternative, easy enough to dodge.. but enough kick to make them worth dodging, they also cant be spammed due to energy constraints
