Makes no sense that I can home inside my enemy's home, and for free, even worse!
You can't dock with hated/KOS station. And if you set home before received hated/KOS "hello".. well that's more your problem, not your enemy.
Also, if someone is 13-KoS, he should be very very restricted. Like only access free bus/gun/cell.
You can't be KOS with Corvus. Corvus accepts everyone on their station.

Hmm, after further thought I remove my +1 and switch to a -1.
I do not think every capital should be free to everyone. Your faction capital should be free to you. If you are native kos, then corvus would then be your faction capital. Always at least one station will let you rehome for free. It should be a station that is safest for you to rehome at (excepting native kos).
Rehoming from grey to your home faction should be cheap.
Rehoming from non grey to grey should cost enough to discourage newbs from homing in grey.
Rehoming from grey to grey should be cheap enough that full time pirates and duelers are not overly annoyed.
High faction standing should not mean a free ride as compared to everyone else. traders make enough to cover various expenses.

Look , it is yet another artificial construct, with arbitrary numbers which make no sense in the universe of vo.
All prices, storage charges, homing costs, well everything really should be dynamic. Every cost should depend on demand : every supply should depend on the resources necessary to supply that demand.
Eventually I hope vo will have a true supply/demand economy. It is a huge job. Until then stuff like this is just messing about round the edges.
I actually think it will annoy players rather than encourage them. Wandering about some very empty space this week suggests that that is not a good idea ....

Imo developers have clear position on this: supply/demand economy needs much more people (not +1 player, but +10,000) to play the 'verse. If you'll find so many people, well.. maybe yes then.
