Solar system/sector restrictions, training sectors
This may be a silly idea, but I'll post it here just in case.
What if some systems and sectors had restrictions on what tech can enter it? For example, no advanced weaponry allowed in core nation systems. Every ship passing into the system would need to undertake an equipment and cargo scan by a NPC guard prior to entering the wormhole. Ships entering the wormhole without confirmation would be marked KOS.
It would add something realistic to the gameplay I think and make "safe systems" more "safe". Also, making this depend on faction standing would for example allow UIT to only enter other nation spaces with very basic tech, and vice-versa.
My other idea is to introduce sectors deep inside nation-space with similarly restricted access and turned off any anti-PK measures, to allow for some more natural PvP combat training for newbies. I haven't played in a long time, but I remember having to fly to grayspace for that kind of fun, just to be shot to pieces by much better players.
Also, allowing players to fly into beginner sectors with government-issue tech would be nice.

1. Well restrictions "on what tech can enter it" don't sound really wise. Anyways, how will you punish violators? KOS sounds kinda funny.. or you won't allow them to enter the sector at all (this is ridicilous too)?

Do you know that there is /duel command for training? Want to PK? Then DO IT! Kill your target or track it down to grey, if you are afraid of faction loss. Heh..
[EDIT]I agree that there is VERY annoying and useless FF restriction for one-nation admired pilots in capital systems. IMHO friendly fire should be always on, so you can kill anyone everywhere.[/EDIT]
And I will agree to add 1 minor faction sector not only in capital systems, but even in every Serco/Itani system for PvP and other nasty purposes. :} I remember good quotation (not precise) in one suggestion thread: "to raise game PvP activity you need to add unaligned (grey) system between every two nation systems." E.g. Serco-grey-Serco-grey-Serco..

The 1st part of OP could be implemented perfectly with Border Patrol / Contraband proposition, with warnings, etc. And makes sense that no foreigner combat ships are allowed in some sectors... while haulers are welcome.

In FS2 there are some missions in 'subspace'... and what if it was similar to an ion storm, but randomly appearing between two WHs???
Like, you enter WH planning to exit immediatly in the other side, but instead you fall in an uncharted, empty and stormy sector... No monitoring there. And when storm ends (move to another WH) everybody inside is 'kicked' back to normal universe. (Or is moved with storm to between any 2 other random WHs)... But that deserves a separated post. Subspace storm...
