CTC rerouting and espionage simulation
Assuming that CTC rewards are addressed to make it more popular with players, as it stands Itani have a built-in advantage due entirely to routing. Players have long used Sedina B-8 and the Latos system as pvp 'hot-zones'. Serco ctc convoys must pass through this hot zone while Itani ctc convoys pass through largely unpopulated systems.
I propose that the Itani convoy begin in Verasi, passing through Edras and terminating in Jallick, with the Serco convoy beginning in Arta Caelestis, passing through Ukari and terminating in Initros. While the Ukari system is still much closer to common combat player populated areas than Edras, it is, I think the best that can be done given the voverse layout.
The current ctc system also lacks any intelligence aspect. While it is reasonable that once a convoy is on the move information about its status becomes widely available (the current channels 201/202), the five-minute warning should only go to military pilots of the respective sides. To simulate an active intelligence aspect, give a random chance that the opposing side occasionaly recieves a three minute warning. This would give any defending players more time to get into position and occasionally give the opposing forces enough of an advance warning to mount a heavier than usual assault.
Once again, the above suggestions presuppose that some change in the reward system makes ctc worthwhile to both independant players and guilds.

Change routes: While I agree with the fact that it's kinda messed up that only serco's voy goes through b-8, I don't think that a 1 system jump would be a good idea. However, maybe start serco's voy in Edras and Itani's in Ukari, that way they would both have to traverse grey space, same systems, same odds, same everything and allow for actually capturing the faster moving bots. There have also been alot of Itani voys that have died in ion storms in edras/jallik/metana so that might could be looked at as well. Otherwise, just leave the routes alone and implement more to encourage active players.

Just swap staring points. You do not wish the starting points to be too close to an alternate uit route. try to keep the action in grey.
Since ctc is part of Nation wars; Itani vs Serco with UIT officially neutral.. if possible I would like to see either it made impossible to take the ctc cargo into UIT space or have the presence of ctc cargo in a ship's hold act just like having a UIT hated player in a turret - UIT turrets would fire upon such a ship in order to maintain its official neutrality. All aspects of Nation war are both pve and pvp, I don't think that should change.
If that isn't possible, then Roda's route would at least expose both routes to Sedina and would make any attempt to bypass through UIT space a bit more hazardous. While I'd much rather see both routes go through B-8, in the absence of some means of making the UIT bypass route less attractive, swapping the starting points is probably the best we could get overall.

What I would hate to see happen is for the rewards to be improved and the route remain the same. Given the current routes you might as well just give Itani respected players the new weapon or whatever and drop ctc altogether. With the current routes, if both sides put exactly the same amount of effort into it, Itani will win most, if not all, of the time.

hhmm... and what if...
The pilots could also carry some Xith themselves?
Like a mission from their nation stations where the pilot must go to the same station from where CtC bots depart, receive some Xith (2~8cu) AND escort the bots?
The mission would be time dependent, deliver the cargo one minute before CtC voy departs and auto-subscribe CtC channel.
