Scanner spoofer and CSB suggestions

+1 Add scanner spoofer and CSB for large ports, so it can be used on regular moths
But few ideas on improvement:
* Small blocker can hide at most 20cu of cargo, while Large one hides up to 80cu of cargo.
* Cargo blocker, scanner and spoofer should not be hive drop. Makes no sense in RP. Instead, they should be manufactured via mission at gray space only. Nations/UIT should not sell those, neither the hive drop it.
-> So smuggling makes sense. If nations produce and use blocker/spoofer, why make border patrols?

Sounds good, Nations/UIT really don't need it, and maybe putting it for sale only at Corvus Capitol will head more people into grey space.

All scanners and spoofers are 1 grid (the wiki is wrong). This doesn't include mineral scanners (only the Adv Mineral Scanner is 1 grid).

4 grid usage is mentioned in game description, but when you equip it, it consumes only 1 grid, and on some of them there's no description at all.

need i point out the absurd futility of this statement?
people want ALL of their cargo to be hidden. that would be the point of the scan blocker.

TBF, as I see, the scanner blocker seems more fit against pirates, while scanner spoofer seems better suited against future border patrol / customs. And none of them have any use against THC, or griefers, or rats that attack an empty Revenant asking 100,000c as fee...
And the idea is create levels of blocker, but none capable of hiding a full moth of cargo. That is why I suggested s:20/L:80cu. And one can fit 2 Large Blockers on a moth to hide all its cargo!

Also, occured me that the scanner blockers must also be able to block the addon Scanner, reporting itself as a repair gun (s/L) or a mining beam. something harmless...

The problem with this is that if you make it impossible to distinguish between truly empty holds and spoofed holds, I'm going to kill everything that moves just to be sure.
