how would becoming a sitting duck (non turbo speed cut by 25%) or always slowly drifting to the left or right (random 10-20n pushing the ship) make the game anymore fun? if anything it would be a pain in the ass and really cripple whoever those happened to.

It would make ion storms unplayable messes, rather than the unique sectors with different but fixed rules that they are now. It's one thing to have a storm appear in a sector at X point in time, trapping any and all ships that pass over that sector, and causing the same jump/sensor/visibility issues for all while they're in there.
It is a whole different issue to start rolling dice about what each individual ship will do at any given point in time. That is batshit insane.

Oh of course it is random. The same as whole reality is random because of quantum fluctuations are random.
The only way You could predict weather with 100% probability is to know the future results & parameters of of all atomic & subatomic particle moves on this planet.
Reality & Weather & life is random mostly/probably because quantums/particles behave randomly on the molecular level. Ask any physicist.

Very well, at last we're getting somewhere - you started giving *ARGUMENTS*. Let's roll the dice for an area. All ships that are inside will get the same malfunction. That way, PvP/PvE in storm will be more predictable, but still more difficult than in normal space.

And if you don't want to encounter them, just plot a course around.
Maybe they could be made even more fun, by increasing that to 500-600% with random engine malfunctions. So it's more challenging, but also more profittable.
The balance between annoyances and gains makes anything fun. It's just a matter of proper adjustments.

Im trying to make them more profittable & interesting.
But to balance this out, there has to be a price for everything. So, at higher price (which is some annoyance) You will be able to get some exciting new equipment, cash, experience and some other shit that You can get nowhere else.
This is why i created this suggestion, and the other suggestion about random sectors/uncharted sectors.

To create a balanced economy, everything that is valuable needs to be scarce or more difficult to achieve/purchase.
If you give everything to everybody, there is no motivation to do anything, because everyone has everything already. Most basic rule of any economy.
