This dates back to a really old design decision (like, 2002 maybe, when it was a different game and we didn't know how people would be playing), where we were concerned that players would game the system to gain weapon XP (you kill me, then I kill you, and so on) and advance more quickly. As a "zero development time" choice, I figured we would give Combat from PvP to give "something", while still requiring people to bot for weapon XP.
But, you're right. There should be some gains. I'll look into it. We may do something to add a per-unit-time component. Like "you can kill X character twice in a 60-minute period and gain XP, after which it diminishes." Or something along those lines.

In all honesty I don't think players would abuse it. Alot of people care about their PK/Death ratio, sure some don't.. but I really can't see players just sitting their and letting themselves be killed in order for other players to level. Like ladron said, I think the XP should be greater for players.
Perhaps you could base the XP (both combat and weapons) based on the level of XP the person that died have. Ex. If I kill someone with 10/10/10 levels I should get more experience than say if I killed a player with 1/1/1...
