This game was from 1999 and it looks WAY better than VO. What's up with that devs?

VO has been in development since 1998, if I'm not mistaken. The Source Code project has given it a lot of graphics updates.

And they have more manpower.

VO actually looks a lot better, I think, it's just that SS has much better 3D model designs and cheap but cool-looking effects (muzzleflashes, lense flares, etc). Essentially, VO has a lot more potential than is currently in use.
