Smoke bombs - fog for every mood
A device that would allow a sector to be fogged for 5 minutes.....

An entire sector? Maybe an area, and better/worse devices for the area fogged and duration?

It should be a heavy port weapon, with only 1 ammo, and require a FULL heavy battery to activate. Cost/reload should be on the expensive side.

I'd much prefer a warp jammer/artificial ion storm mine.
I have no objection to some 'special weapon' that can pull a ship out of jump. However, the ability to fog an entire sector with a single weapon? No way am I believing that.

It would have to depend on whether Incarnate can do just a large cloud or not....

How are you envisioning this to be used Pa? I can conceive a defensive use as an alternative to mines which would could generate between 500m^2 to 2000m^2 'fogged' areas- size determined by practical value. But to generate enough to pull ships out of jump or cover the entire sector is just unbelievable to me.
A device to pull all ships out of warp would be excellent. As I understand it, the original rational for ion storms was that they would allow players to encounter one another more often than they otherwise would in the vastness of space. This would do precisely that. Realism doesn't have any place in this discussion. Partial sector fog is apparently problematic to implement.
I vote for fogless ion storm graphics (like when they start and stop) and 2500m radar range and normal warp-out dynamics and that they pull people in within a 1000m radius of the mine.

Aye, exactly what maal said... Except I would keep what the storm exit is in a normal ion storm to prevent the mine from being placed hundreds of thousands of meters away... Either that or make it so that the mine must be placed only if it is within 4000m and outside 3000m of "the largest object."
And the mine, of course, should be killable and should be seen on radar even if it is outside radar range. That should give anti-pirates a sense of accomplishment when they're on patrol and breaking up pirate traps.
Edit: Another option is to create a warp jammer mine that does not create an ion storm, but forces players out of warp like an ion storm and causes them to enter the sector inside 1000m of the mine. That would bypass the issue of planting mines a million meters outside the sector because if the planter did that people could just warp out instantly.
And the mine, of course, should be killable and should be seen on radar even if it is outside radar range. That should give anti-pirates a sense of accomplishment when they're on patrol and breaking up pirate traps.

I was just thinking it would be convienient to be able to limit visibility at times - make it harder to find people and make it easier to hide for the rats as well...
What if instead of a bomb, the fog results from exploding a moth loaded with 120cu of Xith? But lasts a little longer...

if you guys remember back to the days when he was implementing the pea soup, he said he CANNOT MAKE SMALL LOCALIZED CLOUDS OF DUST, ITS EITHER ALL OR NOTHING. i could dig and find it but i am too lazy.
I'm not opposed to the warp jammer mine idea, but having the sector entrance point be near the mine is a bad idea. I don't see it as a solution to having the mine placed very far away because if it's used in a station sector could make the entrance point very far away from the station. Also, it would be possible to scatter normal mines around the warp jammer mine and basically insta-kill anything entering the sector.
I vote for having the jammer mine be the exit point location and just have restrictions on where the mine can be placed.
However, it seems there would be also be the issue of having multiple jammer mines (i.e. someone forced into the jammer sector could create their own exit with their own, 2nd jammer mine). The solution here could be to only allow one to be placed per sector, or perhaps just additional jammer mines have no effect...

the swarm trails are semi transparent i think. maybe some hacked up version of that.
localized smoke bombs wouldn't work in space, anyways :/
