I thinking about how to create these channels; which sound like an awesome idea.
Perhaps we could conceive that a system is plagued by ion storms, such that ion storms cross every sector along one of the axis of the system. It would be like an impassible ion wall. However, we change the nature of ion storms. Now if you enter into the ion field, the ions start to drain your battery at some rate faster than it can recharge. So essentially, the ship becomes a sitting duck; and your only option is to explode (poor you). However, to enable interstellar commerce, the various nations and factions have created channel-ways through the storm walls. The channels are created by placing anti-ion turrets, embedded in the roids. Each turret creates an anti-ion sphere where the players battery is not drained. The turrets are layed out in a chain. Turrets can not be destroyed, because they are embedded in certain roids.
Between major systems and hubs, the ion channels are quite large, and are patrolled by a Marshall and various other security type npc's. In more remote areas, the ion channles may be more constricted and ungauded, but offer faster passage to places of interest.

going along a similar thought as rg10's post, maybe as a phase 1 approach thought would be to just make said impassable sector rows filled with turrets that attack anyone not in the guild thats in control of the station sector's station (capturable station)?
