Hmmm, to give a bit more of an advantage to mega posi/HX rags I'm changing the DPE to 66.67 by increasing the energy usage from 14.5 to 15 per shot. This should make its DPE equal to the mega posi and therefore give both slight DPE and DPS to the heavier ship. Any objections?

To me, the great thing about the Phase Blaster has always been that its low-drain and brief cooldown, though it pays for this with low DPS and shot speed.
It is my opinion that a MEGA Phase Blaster (which is a really novel idea, imho) ought to have significantly less DPS than the MegaPosi, but possess a DPE and refire rate that allows it to fill the skies with bolts in a way only surpassed by the AGT.
In other words, I think it should do less damage, but compensate by having one of the highest fire rates in the game, at an energy cost that allows it to fire nonstop on anything larger than a medium battery.

Hmmm, interesting idea and I'd implement it but you're asking that I completely rework the idea of this gun into one that already exists in pretty much half of all the other small port weapons. I wanted something that would go in a different stat direction than the HX and you're simply suggesting a Mega HX. You could also, however, be suggesting a new Fletchette Cannon and that idea has plenty of merit.
Anyways, note that the gun's stats basically represent cramming two high-end phase blaster into a single port (grid and all) in which case the DPS is justified (just a bit over double the DPS of the Sparrow). Also, I don't think a phase blaster would fill the role of "filling the skies with bolts in a way only surpassed by the AGT" because of the 0.2 s refire rate that should definitely stay the same (the slow refire rate, I think, contributed to its candidacy for a "mega" blaster). That is why I suggest the Fletchette Cannon for such a role.
Oh yeah, I changed my ming about lowering the weapon's weight, I'm upping it back up to its original 400 kg. It should justify lowering the grid to 7.
