Augmenting the faction system
I would like to suggest that the current faction system be augmented so that it is a lot more expressive.
The main change is the addition of a hidden trust level to express the actual trust a faction has for a pilot. Instead of being based on a players deeds like how many procurement missions were completed it would be based on both time and native trust. Over time if a pilot is at a high public faction standing then the trust level will increase at a rate proportional to the standing. If a pilots public standing is poor then the trust level will decrease at a proprtional rate. The rate of increase or decrease would also be influenced by pilots native relationship with the faction so that a serco pilot would tend to increase rapidly and decrease slowly in serco standing but the opposite effect will occur for a serco pilots standing with Itan.
This new private faction standing would be used to determine penalties for killing in faction space so that a pilot with a high trust level would be only minimally punished for killing in faction space while a pilot with a poor trust level would receive the harshest penalty. The level would also be used to determine how fast the public standing can be increased. a pilot with a high standing would receive the maximum standing increase for a mission while a pilot with a poor standing would get very little increase.
If say two serco pilot fought in serco space then very little would change from the current system unless there was a large difference in the trust levels. If an Itani killed a serco pilot in serco space then the itani due to a low trust level would receive a heavy pulic faction loss and would also have a great deal of difficulty regaining the lost faction. If a serco pilot killed an itani pilot in serco space the serco pilot would receive a small loss of faction and be able to quickly regain it.
The new trust level could also be used to trigger a few special missions or lead to special discounts for spcific items such as proms for sercos and valks for itanis.

It all started a long time ago:

And it will probably go on.
