Mentoring level cap redux

So, I've been on a quest for a few more mentor points... and here's what I noticed:
Most of the under-level-3 people in need of mentoring tend to be trial users. I can spend an hour helping them along, and then their trial either ends or they end up not rating (I am a good mentor, jokes aside please).
It would be really nice if we could up the cap for subscribed folks to 5/5/5 or something just a little higher, so that somewhat newbs who just subscribed can get mentors, and those who want to mentor can do so.
Also, if you feel you have a better way of handling the situation, please do suggest it. I just feel like since the 3/3/3/3/3 cap... it's been a lot harder to get mentor points.

What's keeping you from asking whether they have a subscription, and thus saving you the hassle of wasting time & effort?

tosh: I tend to do that... but my entire point is that the pool of subscribed newbs who are under 3/3/3/3/3 is incredibly low (at least at semi-normal hours... things seemed to pick up at the wee hours for some odd reason).

I... tend to avoid the mentor system. Partially, because I'm fairly out of touch with the game to be any kind of real help, and partially because I believe in aiding people in VO free of charge.
The system used to be easy to scam by running two simultaneous instances of VO. Not sure if this is still the case.
