I read the first post and skimmed the rest. I find I agree with the strat as to the role of the ship. I think we need a fast sprinter in game to balance the traders who run through grey unimpeded in greyhounds.
The only faction I can see realistically manufacturing a ship like this would be Corvus, because they'd see the advantages of a short range high speed intercepter. A ship like this would be able to quickly reach a target but be useless as a long range chase ship (the role the greyhound currently owns).
Obviously strat has his own self serving reasons for proposing this ship (he'd certainly switch from his rev c flare+energy setup to this faster interceptor, since it'd be the only available improvement to the one setup he can actually win with), but I would suggest that a setup like this would most certainly benefit a pirate more. We have no problems catch moths unless they jump in too far away, so having the ability to reach them sooner, before they reach top speed, would be quite advantageous.

PS On a related note, I've often been frustrated that certain individuals only use one setup in combat. It's frustrating mainly because said individuals have potential that they could easily reach should they learn to fly a different ship. Why does VO not have supply and manufacturing constraints? Why don't stations ever sell out of or have to back order ships? I already know the answer: Devs are crap at developing.

Tumble, the more logical solution would be to make the Hound the Corvus POS/Bi or Tri Nation KOS Only ship it was intended to be.

No, actually the Devs seem to be pretty good at developing. The problem lies more in that they appear to have the attention span of a monkey on crack, or rather the typical american kid on xmas morning who is already disinterested in the current present because the next one might be a pony. Hence all of the half finished projects that sum up to be Vendetta Online.
