This is pretty much impossible to dodge. If the velocity is going to be that high, detonation needs to be contact, or very small.
Given that speed stacks, this would be perfect for a rocket-ramming tri-flare platform like the Valk.

This seems far less easy to dodge (though granted it is doing less damage), than the mostly-panned explosive rail...

My original idea behind the ER, was to create a gun that could land a few hits at range in a chase vehicle (most notably the greyhound). As during turbo it is near-impossible to hit with rails (and in a greyhound -- which has littler maneuverability -- it would be damned difficult even not in turbo mode), I was trying to come up with a gun that could still be fired effectively during chase. I believe the ER has been nerfed to the point where it will still require skill to land hits (it just makes a different kind of engagement possible)... but in all reality only live tests could confirm or disprove the theory.
With the Ice Flare II, the flare does have the effect of requiring little skill to score a hit. I do not believe that was the intention of nor the concept behind this gun. First, in regard to the whole Runner vs Chaser argument: You can't catch the bad guy (trader, pirate, whatever)? - Too F-ing bad. Get organized and hunt them. I like (pretty much) the current game mechanics, and do not want a game changer like a Magic Runner Stopper.
As far as "...as little skill as possible to score a hit I think". What are you babeling about now? Have you ever tried to take out a runner at turbo, +500m with a flare or jackhammer? I really doubt most folks in this game could.
And that's with triple the damage and prox these would have.

uh shedu I kill traders (ok fine newbs) all the time at long ranges with normal flares. But 200 speed for a flare? are you serious? you know speed stacks rght this weapon would go faster then almost all energy weapons. god people lrn2aim

We're talking about Ice Flares. Fast, yes, but still a Nerfed Ice Flare.
-- 600 damage. That's 10 shots to pop an EC-89. That's the same per-shot damage as a Neut.
-- 25 Energy: Over twice the power drain of a Neut. Comparable to a Gauss Cannon.
-- .8 Sec delay: forever, compared to the .15 of a Neut. Gives this the worst DPS of any weapon available.
-- 200 Speed: In normal combat, Good. Comparable to a mid grade Neut, AAP or Gauss cannon.
-- Prox 20m: A tad more than 10 deg at 200 meters. Compare that to the auto aim of a Gauss Cannon.
SO... per-shot damage like a Neut, aim, drain and speed like a Gauss Cannon, limited ammo, lousy DPS, but long range. Oh, and did I mention the risk of return splash damage?

Consider that at 200m you can prolly hit with flares at least half the time.
Now, prox is bit smaller, but speed is 3 times as high.
Now 10deg doesn't seem like much, but consdier that with say neuts, you usually miss by very little.
I think hitrate would be much higher.
Energy requirement is quite low, much less than Neut's, since it fires much less often. ( energy per second = 25/0.8 = 30 versus 100 of neut )
Granted, low damage, long delay would diminish it's usefulness.
