I think the idea of charging credits isn't without merit. It would deter people from homing in places they aren't liked, and as such would possibly create new hot points for conflict. If free homing was only offered in capitol stations and whatnot, and the price increased the farther out you were. Some form of resource usage for "updating" I think is a good idea. Plus, this game needs more credit sinks.
The proposed changes wouldn't really affect me at all. Maybe you want to make the penalty more stringent.
I must add that this could drive people into nation space and away from gray, The opposite of many recent trade-related updates.
I don't think it would do anything really to discourage trade FROM Nation Space TO Grey, as most of those traders usually home at their origin station anyway.
It can't be automatic and charge a fee. If death needs to be more expensive, this can be done by simply increasing ship/equipment prices. (Again)
I don't fully understand what would happen with missions. An example of what I don't understand is the Biocom mine mission. If you die during that mission (currently) you can't get it again, but it sounds like with your system if you died you could just take it again.
