Interstellar Banking Group

So...we all know Guild's have banks, which are essentially giant vaults where we throw all of our credits, lock them, and smile our happy little helmets off.
Problem: Not really a bank!
I'm thinking that a sort of Interstellar Bank needs to be formed. Not a "bankbot" or a Guild, but a true, Guild Software designed and run Bank.
The bank would be open to all factions/nations, regardless of standing (since banks are "neutral"). But instead of merely being giant money vaults with no benefit, you could permit Guilds as well as Individuals to create accounts, complete with interest in the bank.
As with any bank, this would not merely be bankrolled by a "mint" but the bank would be set up to create it's own payroll, for example, running trade convoys.
These convoys would be "insured" by the fact that if someone attacked the bank, their account would be drained the relating money cost of the ship, cargo and "crew" for the vessel(s) lost.
Should the hostile have no account with the Bank, the Bank would put out an all nation bounty for the destruction of that pilot, with the Bounty being 10% the cost of the destroyed vessel.
These bounties would be cumulative (ie: Sammy Serco kills 1 Bank Moth, cost of 78,000cr, he has a 7,800cr bounty, Ivan Itani kills 2 Bank Moths in one attack, and a 3rd in a second attack, all valued at 70,000cr, he now has a total bounty of 21,000cr on him (7,000cr per moth)).
This would not only help revive the largely dead bounty system, but could also prove a valuable piece in a new, and increasingly complex economy.
This would also get around the problem of untrustworthy, unreliable bankbots, and the problems associated with dealing with a single location based bot, since you could create "branches" or "ATMs" throughout the universe at all stations.

Hm. The bounty system sounds particularly fun. I just need to get a friend. Then I kill a convoy and we split the profits. The he kills me and we split the bounty. Rinse and repeat!
See, the thing about bounty systems is that they were designed to put smooth criminals in jail, effectively preventing them from infracting any further. Killing someone doesn't stop them from doing so.
Rough idea I thought out in about 3 minutes (main idea was the bank alone, I hit the snag of enforcement).
