Passengers
As well as commodities and ship addons, a cargo ship could transport living beings as cargo (animals, plants, research beings,...)
This also includes some missions of transporting people from one place to another. LIke a ferry or people traffic.

You're looking for new missions? Or are you looking for introducing things like being able to "scan" ships for evil cargo and the like?
The former PCC can take care of, the latter has been previously suggested (though I do like hte idea). I must say, though, there are already a lot of "take this cargo and go here" missions... might not be best to focus on making more of them.

Another suggestion that I'm sure has been suggested before (but, redundancy seems to be the concept of the day lately), is the idea of passenger missions actually having effect.
For example: I am in Odia about to log out, but I know that I want to be in Deneb when I log back in. I could either travel there now before I log out, travel there when I log back in, or post a mission to the mission board in M14. If someone took that mission while I was logged out, I would theoretically login in Deneb (assuming the pilot was competent enough to actually get me there in one piece).
This might be a fringe case though, not worth the effort. The other issue that it would bring about would be the in-game posting of missions, something that would have it's ups and downs and would probably require a considerable amount of development.

I've gotta say, that's one of the better content/functionality suggestions I've seen in a while. You post a mission and pay the fee (reward for mission+some surcharge) for passage (functionality enhanced). Someone else takes you and ships you (content). Good money sink, good means of credit re-distribution to the nooblets.
This would also work as part of a larger player-driven mission interface (bounties, supply requests) that all do the same thing: buyer posts money and request, and game manages the transfer mechanics. More bang for the Dev time buck.

not only what happens if you log in during transport, but what happens if the guy who takes the mission decides to abort?
If the person aborts, you should be sent back home, no money given (actually, there should be a monetary loss from the aborter).
if you log in when the other person is in the middle of the mission... I say we solve the problem by magic transportation to destination. The ship just jumps to the destination. Not too bad a solution. It can be exploited... but do we really care?

At the risk of continuing a thread that started without reference to the rest of these similar suggestions:
It was always my belief that if passengers were allowed they would be expected to run the gun turrets or some such. I have a vision of a tuar pilot with 2 passengers, one each on a turret that is not bound by the direction of the nose of the ship. In this way we may see a little more teamwork among players.
As far as when you can be a passenger, I think it should be such that you may travel for 'free' of sorts if you are logged in and can convince someone to take you. But I like the idea of posting a mission that could move you while logged off. This would of course come only with the player written missions.

Assuming the passenger logged in while in flight The passenger could simply be given a side view of the flight with no control or perhaps camera control of the view. If the ship docks before reaching the destination the passenger would be allowed to end the transport and the hauler would receive full compensation. if the hauler was killed then the passenger could be sent to the nearest station...
A good suggestion. There should be passenger vessels about, eventually with specific ship variations and models.

Good suggestion Gavin! I also like Lecter's extension of that into more player posted tasks, (aka procurement, bounties, etc.).

Interesting. How would this work as far as faction standing? Would I be able to ferry a KOS player back to a station in the area he is KOS in?

Simple version: No.
Nicer, but unlikely to ever be implemented by GS before VO goes belly-up, version: Yes, but it's very expensive to post, difficult to pull off, and the reward to very high for a successful run.
