Must be in the same sector is a technical issue, not an intended game dynamic (from my understanding). Regardless, the 10% fee should be in place for other reasons and would also prevent this were it looked at as an issue of fairness regardless of the reason for the in sector requirement.
Idea about players posting bounties on other players is fine but quite limited to the system we had before when bounties were placed on players by factions and subfactions.
Not sure about criteria for getting a bounty on your head but I remember it was linked to nation/faction player kills, station guards kills, npc convoys kills & ctc bots kills.
If you limit bounties to just players on players, there will be no money exploits but it will open Pandora's box of malicious possibilities like griefing, station camping and other nice VO practices we all love so much.
Old bounty system was impartial but it allowed money exploits.
I still think reworking old system to minimize money exploit is a better solution.

(1) These are already entirely possible, and player-issued bounties will not increase the ability of people to do these.
(2) There's nothing preventing you from paying people to do any of the above, so there's also no real increase in the incentives for people to do these things.
So, how is this causing all these bad things you're wailing about?

Lecter... ok here is an example how to make someone miserable with a player posted bounties;
50 chars place a bounty on you and keep placing new bounties on you every day for the next 3 months.
Everyone and their cousins decide its lucrative to kill you as much as they can every day and they do it for 3 months or until you decide its enough and leave VO.
Nobody can accuse them of ganking, griefing or station camping because they are just playing bounty hunters by game rules.

Bojan: like I said and you deliberately (you're not quite dumb enough to have just missed it) avoided, that's already an option. All I have to do is offer and deliver credits to anyone who kills you.
The reason it doesn't happen now is the same reason that it won't happen with bounties: nobody wants to fork over the cash to do that for any significant period of time.
But here, I'll throw your illusory bogeyman a bone:
Minimum to post a bounty on a player is 1,000,000 credits, and it all has to come from a single player in a single payment.
Nobody is going to grief anyone very long at those rates. If you're just so offensive that the VO community decides to all chip in . . . too bad. More to the point, you'd be getting griefed anyway.
As for the behavior itself--of course they're still camping, griefing, and all that--and it's all fine as far as VO's game mechanics go. They're just doing it for a different reason now.
