Fractional Cu
Basically allow Cu to be measured in decimals allowing for certain items to be very small. For example a unit of mined ore would still be 1cu but missions could refine that ore into pure metal bars that would take up perhaps 0.1 cu each. Many of the 1 cu items could use variation in their size. Rare Books take up 1cu which is the same amount of space a Lightning mine launcher occupies.

If always thought of Cargo Units as a unit of cargo handling, not necessarily one of absolute volume. For instance, Rare Books packaged in a protective, environmentally isolated, and heavily insured cargo container could be quite bulky.
As for weapons and such, assuming that appropriate space is left in the frame of the ship for either large or small weapons, the 1 cu it is listed as occupying could refer to the internal space the power and control linkages to the ship take up.
Obviously, I'm just speculating, trying to make sense of otherwise completely illogical contradictions; anything is possible with enough coffee.

There's something about decimals that seems sciency, and in certain cases fictiony as well. I vote the standard CU be redefined to be ten times larger, in addition to current measurements gaining an additional decimal's worth of fractioning. Thus, a Behemoth's cargo hold might be 9.43/12.00 CUs, as opposed to 94/120.
In a sense, having a cargo hold of 0.20 on your Vulture really drives home the idea that you are in minimalist fighter, and it'll make typing in figures for Capital ship sized shipments a digit shorter every time.

Super: you have to consider implementation, if they change all the cargo numbers that would take MUCH longer than just changing the select few that would qualify as small enough for decimals.

Think of a cu as a pallet...Large carriers will charge by the pallet whether it is full or not....
In the event we get ammo based weapons and reloads from cargo hold having fractional units will allow ammo to be very small. Instead of carrying say 2 magazines that may or may not be full you can carry 200 rounds in that 2CU.
