Swarms get used in PvP all too often as a shoot and forget weapon.. they have such high maneuverability, so I propose that we change it to:

Chaos Swarms:
LOW

Locust Swarms:
LOW

They're slow enough that any fighter can easily dodge them. If this were to come into effect, they'd need a speed boost (20ms or more)
