Alert Comms Channels
I think each nation and faction should have an "Alert Comms Channel" that would do some interesting things. Essentially, this might replace channel 11 for the three nations, but it would be for all factions.
When I refer to "sighted", that would mean that an NPC of that faction has come within 1000 m of a player pilot.
1. Whenever a Hated or KOS pilot is sighted by an NPC of that nation, an alert is put out on that Alert Comms channel, reporting that player pilot's location. This would trigger a strike force. Otherwise, no automatic strike force would trigger like it does now.
2. If any convoy of that NPC faction is attacked, it puts out an alert on that channel, similar to the convoy alerts on 201 and 202.
3. If anyone is attacked within a station's NFZ, an alert is put out on the Alert Comms Channel that identifies the station as being "dangerous" for a time, due to fighting between "*NPC" and "xPlayername" or whatever.
4. Stations that require assistance in the form of convoy escorts or trade goods needed, could put out alerts on this comms channel.
I think this channel should be controlled with a verbosity setting. Fully verbose would be all events, galaxywide, and this could be dialed down to only include the systems nearest you, the current system, or even the current sector. Perhaps you could turn off station alerts for combat and only focus on the trade items required.
Anyway, I think this kind of thing would be neat. I dunno how much work it would be, but it doesn't seem like a lot - most of this stuff has to occur within gametime anyway, but the notices, flags, etc. are not published.

Good suggestion.
Excellent. It would be a major contribution to VO's atmosphere.
