"Plug-in" category in options
Since the number of well-made and useful plug-ins for VO is growing, and because Scuba Steve recently implemented access from the options menu to the configuration panel for his excellent TCS plug-ins (and since I foresee my plug-in folder growing further beyond its already veritable number of 12 plug-ins in the near future), I would like to see a "plug-in" category in the options panel, offering plug-in writers a centralized location to provide GUIs for the configuration of their plug-ins.
My guess is that more plug-in writer will utilize the options menu for plug-in config (a shameless hint hint nudge nudge to drazed and maq, the makers of my two favourite plug-ins) in the future, and the options menu might grow a tad big and clumsy once we have five-ten different buttons for plug-in config there. Just imagine what will happen if we get a sudden influx of those warcraft xml-junkies. (If we want to cater to the preferences of WoW players, however, is quite a different discussion ;-) ).
Such a menu option could also be expanded in the future, once VO 2.0 has outgrown all those silly MMOs fad, like AoC and WoW, the devs are grotesquely rich, and they've added another 40 or so programmers to their team, to include checkboxes to quickly disable plug-ins, and other possible minor options.
EDIT: Hell, call it "Add-ons", and let it control skins as well. Watch me slowly turn a rather redundant suggestion into something worthwhile...

As far as TCS is concerned, if there were a plugin button configured I would like it to work similar to the TCS plugin add-in API I have going, though that's just a personal preference. Any plugin can register itself with TCS, which then places a custom-titled button(clickable if a dialog was registered), a short description, and a checkbox that's activated when a plugin provides a function to turn it on and turn it off.
