Gonvernment of the faction and wars
I think the best ranked user of each faction should manage the infrastructures if the faction. The faction should have its own money, the salary of each user will be paid from that money. If the faction is attacked, the money of the faction decreases, so the users salary decreases too.

I'm against this idea as well.
There is no way to really determine the hierarchy of any one faction. Many people may be Pillar of Society with any given faction, and then what variable do you use? Profitability rules out the warriors, who dont trade as much, or PK's rules out the traders.
Ultimately there is no balance for this system to work under.

There are three especially large governments. One is primarily military-based. Another is primarily economically based. And a third is for philosophisers who attempt to ultimately understand the nature of balance, such as yourself.
And we seem to be lacking people like you.

Ranks? Salaries? That can seem like a good idea but to determine 'who' is the best player for that faction... just seems to undermine some factors of the game. Plus this sounds like EvE but I could be wrong.
