can you actually type French text in VO?

for as long as you omit accents, yes. but it reads a bit goofy. mind you, with the level of language usually being displayed in 100, it wont make a difference.
I say we convert all text to XML and then load the XML file whenever Vendetta is launched. So, if someone wants to create a french language version, they could just translate the english_vendetta_text.xml file, save it as french_vendetta_text.xml
I have done this with large page-layout documents (think Adobe InDesign) and web pages and, as long as the document conventions are adhered to, everything works like a charm. Really slick.
Then the devs would have to, of course, verify that it is correct via a third-party translation service which would cost money. How much money depends on how much text there is, but I have several vendors in the Milwaukee Area who could, at the very least, provide a quotation on this.
Because, I can easily forsee someone making a Polish Vendetta translation (or whatever) where all the translations come out insulting the player's mother. But in Polish. So it would HAVE to be verified.
I mean, I'd trust a few players to make translations to French, Spanish, and Japanese maybe, but I'm sure a certain someone's Russian translation would be full of "errors."

Well, you're starting from the wrong side
1. Add all international symbols to VO (accents for French, all Cyrrilic symbols... maybe hieroglyphs too, but I'm not sure devs will go as far :D)
2. Move forum to UTF-8
And THEN we can start talking about localization. BTW localization is usually done with .po files, not XML (Google: gettext)

Besides, if devs were to make it possible to translate the game i'm sure some players would do it. But it's player made translation. Thus devs don't need to verify it or for that matter care about it.
If it's full of errors no one would use it. Like plugins.
Of course it might be good to later make official translation but i don't think it's absolutely neccesary, at least for now.
