Actually, since Stations do not send out neither PC nor NPC ships out to mine for water, the convoys make a lot of sense.

Perhaps it is simply cheaper to pay for the water from the convoy than pay someone to mine it? I don't know, I'm just trying to explain away the discrepancy between perceived reality and envisioned reality.

However, I could imagine that for some stations, it is cheaper to have other stations (with an abundance of ice roids nearby) mine the water at much higher rates and then transport it to stations who do not have that kind of luck. But We could just accept the fact that there are water convoys and move on, like I suggested before.

I think it's more likely, some stations simply have SAP agencies. Space Asset Protection.. similar to the old earth EPA of the old US government..

Quite likely the stations needing water and sand, have long-haired hippies telling everyone else they cannot mine the asteroids in their system since it causes degradation of the Space Environment, adds space dust etc..

So.. they do what *we* do in the real world.. they BUY the stuff from other systems, even tho they have plenty in their OWN systems, just the hippies aren't letting em use it.

Ice composition could also render certain IceYo's useless for mining water from. Heavy water, radioactive deposits, solidified gasses, etc.
