Makes sense from a game mechanics pov...
I wrote up once that when player owned stations come into play, the three nations should grant licensing to obtain one based on different standards. The same ideas could be translated to electing leaders.
The Serco would do it based off of success in war, obviously. Elections could be done in the form of single elimination battle, where you would cast your vote by allying with the leader of your choice.
The UIT would be about having appropriate funds, and bribes would not only be more commonplace, but at times expected. Your vote would be in the form of currency, and your ability to squeeze each credit for it's maximum value.
I have no idea what the Itani would be all about.
But yeah, different nations = different political systems. This would tend to sort out like minded players togethers, and give the nations alot more in the way of identity. People groan in response to a "legal system in VO", but they fail to see that such a system is already in place. Here are some VO laws:
-You can only equip add-ons that you have the licenses for.
-Firing at another ship in the NFZ will cause you to become temporarily KOS, until you leave the sector.
-At any time, at any station, you can purchase atleast a Gov Bus.
The thing is, it's vanilla nearly everywhere. Once more things are implemented, it might be nice to see some different flavors.

The question is not what the laws would be, actually, but how they should be enforced and who would decide on sentences.
We've been through all this 2 or 3 times already (including the most recent bout that died in a blaze of glory, and rightly so), and nothing ever worked. This was partially due to the lack of supporting mechanics (denial of equipment, docking rights and so on), partially due to the lack of professionalism (after all, this IS a game). I doubt Lecter would like to do in VO what he has to do IRL.
