being a pierat, my only honest source of income, aside from filthy player traders cargo holds, is NPC convoys.
and if deliverator is down, i can't makes me teh monnies.
it would also help out people doing other various things involving teh deliverator.

If the system could automatically check whether DELIVERATOR is down, why not just have it automatically restart?

Generally, if something important is broken/crashed/on fire, you want someone who knows how it works (or built the thing in the first place) to figure out how and why it broke/crashed/sucked-a-small-bird-into-an-intake-vent before you turn it back on. Otherwise it will probably just break/crash/take-a-bath-with-a-hair-dryer again.
