Okay, so it sounds like the Neutral Territories are a loose organization of all colonies that aren't part of the Itani or Serco nations. This means it isn't just for explorers and rogues. There are colonies with ordinary, wholesome civilians out there. They'll need a militia to protect them. Originally I imagined "Gold Nation" as a great nation with a king or queen to whom its fighters have sworn allegiance... being a frontier militiaman protecting the colonists from the Serco would be acceptable to me, though, too. :)

I'm suggesting that not only the Itani and Serco nations have military roles to play but the Neutral Territories as well.

Better still would be a way to work toward complete unification of the various NT colonies into a nation as solid as the Serco and Itani nations. A few of them could be completely untouchable, thereby still providing pirates and rogues with netural territory. :)
