Set Corvus Hold To Have All L.L. Reqs = 0
What if the pirate capital, Corvus Prime, had all equipment at license level 0 -- i.e. anyone could equip anything there? You have to run the unrat gauntlet to get there (not hard, but not easy), but it would leave at least the possiblity of equiping all drop loot.
Not really a good idea...
... mostly because stuff at Corvus stations is already extremely expensive, and there's this unshakable newbie habit to buy the most expensive equipment possible because of the often-false belief that the more expensive an item is, the more "über" it is.
Said newbies will buy the most expensive equipment they can, proceed to *home* in Odia so they can buy more (so they think), go out and die, return, find out they can't purchase anything, and then get stuck because of the unrats. THEN they start whining and bitching and moaning. I've seen it happen several times.
So, to sum up... bad.

and you are that sure complete newbies will flock to Odia just to equip a couple loot drops?? I am thinking more of a place for some people to equip acquired UC cells and Adv. rails from B-8...

Perhaps there could be a mission in Corvus space to illegally equip an item regardless of levels for a largish sum of money.

It's been a common thing since release in 2004:
1) First, a newbie logs in, gets a few licenses, then proceeds to comment that the equipment they have sucks.
2) Next, some person with higher levels/more knowledge and (usually) good intentions points them to a station in greyspace (usually Corvus, sometimes Xang Xi) where license requirements are lower.
3) After that, the newbie heads there, often ignoring any warnings that may be issued about prices of equipment and danger from bots, storms and unscrupulous PKers.
4) Next, assuming the newbie even manages to arrive at the greyspace station of their choice, they buy the equipment they want, again, often using up most of their funds, *homes* at the station, goes out, and more often than not gets their ass kicked.
5) The newbie repeats step four once or twice before running out of funds.
6) Last, the newbie bitches/whines/moans about not being able to get back to safe space for a while, having a lack of money, etc., then logs off in disgust.

those newbs should play EVE then where things like skill dont matter and the expensive stuff actually is good.

From reading this, the only concern I see is that a noob might get stuck in greyspace. There could be a required license to home at grey space station( but you can still buy any weapon there).
The other option is take take advantage of this situation and make a mission out of this. A noob can put a mission request in the station to have a more experienced player to escort guide them out of grey space so they can home somewhere else. If there are lucky they might get it cheap or free.
News of these mission could be displayed in headlines while the person needing to be escorted is loged in.
If the noob doesn't have the money, they could agree on a amount and after the mission is finished, the escort is instantly paid. From then on the escorted player could spend money to paying off his debt or every item in the shops will have a ten percent increase in price until the money is collected that way.
