There is too much equality, Bring on the Uber fighter
Right now anybody with a couple bucks and an attitude can buy a ship and start bothering people. There is currently no real difference between people who have played for a year versus people who have only played for a couple weeks. Bring on the Uber Fighter.
How about a fighter that costs 20 million credits, is uber fast (120 standard, 500 under turbo) has uber thrust, great armor and armament, and can kill anything that moves. Next, give it a very large operating cost (say, 1 million an hour) so it's only brought out when extreme circumstances warrant it. Finally, enjoy the community ACTUALLY able to police themselves, and in a way that limits abuse and yet allows them to take meaningful action against players who are acting the fool.

Interesting. It's a good thing wealthy players are inherently fair, emotionally stable, and trustworthy. Otherwise I'd be worried about this.

I was trying to gently point out that this is a bad idea because it would give tremendous power to people who already have the advantage of experience and wealth. There's no protection for those less wealthy and skilled. To turn your opening phrase back on you: "Right now anybody with a couple [million] bucks and an attitude can buy a ship and start bothering people." If ever enacted, this would be certain to be abused within 24 hours.
I do agree that self-policing is the way to go, but the method of punishment needs to be more integral to the game than some rich vet throwing his weight around and going vigilante. There should be a system of voting (a more intelligent one) and the ability for the server to detect certain bad acts (ones that could be discerned objectively, and not punished very severely in case there was a mistake). There should be a wide variety of sanctions, taxes, and punishments available. There should be classifications of crimes so that a small crime doesn't get you scuttled and set adrift (in RL, a jaywalking ticket wouldn't give you your 3rd strike and get you life in prison, for instance).
