Simply by having no such thing as empty fields (most if not all unmarked are) AFK mining will go down drastically, and the barrel will get smaller for them fish known as AFK miners, they will be in station sectors!

Make lots more mineral locations, make some of those REALLY long roid strings have a couple of samoflange or heliocene roids at their far ends.
