It definately should be random.
Hmm idea on the Blackholes...
Make them like Ion Storms...
They appear randomly and you stop in the sector that it's occuring, when in a blackholed sector your ship moves much slower(due to being pulled towards it) and you must make it to the exit to escape...standing still will get you sucked into the blackhole and shot somewhere random... but anything above 45 will make not get sucked it, but only recieve a slowed movement speed.

instead of calling them blackholes lets just call them Spacial Anomolies because then we can make them do whatever funny things we want and not have to worry about scientific people complaining about it!
P.S I like the ion stom idea except I dont want to run into 3 of them in a single system like ion storms that would just be incredibly annoying! but once in a while being thrown across the universe trying to cross some **new** system filled with uber riches I could cope with

How bout this idea. Why not have some sort of supernova in sectors near stars. Then for a few days following, a really rare ore appears (like how gold and platinum are formed after an actual supernova). After that, a blackhole (inescapable I might add) lasts for the following week.
Kinda cool to get some rare ore for a few days only to come back the next and get sucked into oblivion.

New Scientist talks about a Black hole flight simulator:

This is no dinky animation. It was coined up by astrophysicists.
Now lets get them black holes in VO!

Black holes should be in only the new sectors you explore with unstable Wormholes, etc, sure there is a few threads on that, but it would add to the challenge of uncharted space, while keeping the normal systems free.
I like the idea of different space anomalies (some of 'em can work as mines, be transparent and could be seen only with special scanner). This will add more Xtreme to gameplay.
I think that idea about random-exit blackhole is quite nice and can be fun, but adding known-exit blackholes will only ruin gameplay. It makes only sence when the galaxy is realy huge.

Begone, ye foul incarnation! I banish thee back to the underworld from whence you came!
