Typing without a keyboard
One side option player could have is to use an existing ditation program to talk with other player. That way when a group of players are teaming up, they can give real time, strategical information to each other while they are in a fight. There could also be the option to have text sent to you read out loud so you don't even have to take the time to read it. This is a bandwidth effective method to talk. In fact this shouldn't take up any more bandwidth at all, only ram.
Use a voice-chat program. I recommend Skype.com
It's possible for you to read errors.log while the game is running, and parse it to do things like playing pre-recorded audio files or sending the chat text to a text-to-voice program. That would be awesome, but also hard to implement. It would be cool if you could bind things like your jettison menu and your chat controls to voice commands, though.

Eh, if you've already got your own voice-text program (you tend to have to have one for a while and train it for it to work well, so that it picks up on your inflections) then editing errors.log doesn't seem like so big a problem. But again, it takes a good text-speech client in the first place.
I was workin with a grad student who had severe problems with his hands, so he had a program with a number of macros programmed. Took him about 3 months to get it up to snuff though.

Ever since I became aware of the idea of log-activated content I thought it would be a great idea for doing some sound scripting. /me goes off to ponder the possibilities.

Have you tried Dragon? there are a number of programs out there (including Dragon) which allow for voice-command and dictation. You can teach it to type what you say, or simulate keystrokes with a spoken word. With some training, you could teach it to recognize spoken commands (such as "hail", "jettison", "mouselook", "autoaim", "flight assist", "chat", "group") and deliver the proper commands to the GUI, and yes, even the game.
I used this program for a time to do things like chat on MSN and write essays and forum posts when I broke my hand last year. It's suprisingly effective. It is, however, sensative, and will pick up sound effects and try to interpret them as commands at inconvenient times (use very well-insulated headphones).
