Or I'm just flat out wrong, and have been using an inferior weapon.

all the good pilots can dodge AGT pretty easily.

agt can be dodged in the lights, but if your in a heavy/medium (try doing so in a zornet...) it sure is annoying. Besides while your dodging the agt you are getting lined up for the rocket shot. And if you then dodge the rocket, the agt will brush by you at least a couple times.
Which still takes a chip from the armour.
But if you do get hit by a rocket, lets just say that the power of the agt starts shining completely while you are trying to come out of your roll.

Well, if it's only AGT (no rockets or anything else), and I don't worry about me hitting them, sure, it's fairly easy. But wait, that's called "running away" and is no fun.
Good pilot dodging auto-aimed AGT... yes... that can happen... I'm mediocre... and can do it most of the time in my Taur.

I think everyone should qualify "easy" or "hard" with the distance from the AGT at which they are dodging :).
heres some ideas then.
small ship, 1L, has no turbo.
(could never run or catch anyone)
small ship, 1L, with 20 N/m spin torque, non-turbo speed is 10m/s. turbo drain 100/s.
(could turn fast but cant move much without using turbo, which doesnt last very long)
small ship, 1L, with 1 N/m spin torque.
(could barely turn at all)

It's possible to dodge AGTs at a range of 50+ meters without getting hit while dodging anything else (flares) they're shooting and hitting a slow large ship if you're flying a fast ship. Under 50m it is possible to stay out of the firing cone of a slow ship with a small fast ship.
If the AGT were equip-able on a small ship with enough thrust/torque it would become impossible to hit it at long ranges (50+), and impossible to dodge it at close range (50-).

1. Balancing the power of a ship by removing turbo would result in the game being divided between those who are interested in only consensual PvP and those who are interesting in other forms of PvP. It is also fairly difficult to come up with Missions which would be able to incorporate such a ship.
2. A ship with 10m/s strafing speed would easily be killed at 100m and would have no way of closing the distance.
3. A ship with very low spin torque could over come the difficulty by backing up and never letting the opposing ship get large changes in angle from small movements. In conjunction with an AGT which doesn't need fine aiming adjustments this ship could be just as powerful as the original suggestion, just harder to use.

1. The game is already divided. Nobody can run from a valkyrie.
2/3. Every problem can be fixed with weird tweaks. The only question is do people want to go to the trouble (a few hours of balancing and flamewars)
