Disable open PvP until Combat 3?
One reason I am suggesting this is because of a growing exploit among newbs:

Also, serious PvP isn't really practical until Combat 3 or so anyway. This would prevent noobs from getting PK'ed and growing frustrated, and it would keep noobs from attacking high level players in grey space (that dang xp hit). It would also put a stop to the "railgun for noobs" exploit.
Players who have a serious problem with PvP could simply not take combat missions, and keep their combat level below 3. Sure, they wouldn't have access to a lot of cool weapons in game, but if they wanted to live life as a peaceful trader without worrying about PvP, they could. I'm only suggesting this because I know there are a *lot* of gamers out there who have serious issues with unrestricted PvP.
Duels between players would still be an option below Combat 3, but they wouldn't count as PKs until you were at least Combat level 3.

Only if the players in question were not allowed out of thier nation claimed space. Otherwise the pirates will have no-one to pirate.
A better solution would be to just disable the PVP penalties for killing a noob if that noob is outside his nation space.
And Hoax had a good solution in your bugs thread about the railgun and the buskills. just add level requrements to those items.

I'm with Spellcast on this one.
It's not that hard to get to level 1 or 2 combat, and with a little standing with the orions, I can get a rev-c. Even with a free battery and some cheap Ion II, I can make you jump. In this case, I consider exploiting to be a waste of time.

exploiting what?
Starting a 0/0/0/0/0 char, going into gray space and shooting people. People shoot back, but they can't kill you unless they want to take an exp hit.
But yea, as I've said many many times, get rid of the exp loss outside of gray space. If you're in gray space, you should know what you're doing, and thus, any death is your own fault. If you don't know what you're doing when you enter gray space, chances are that someone's going to teach you very very quickly.

I really don't like the idea of having any sort of artificial/magical barrier that would prevent players from doing certain things. Heck, it still bothers me that friendly fire is turned off in some cases. I've always hated those types of "features" in games. So I'm going to have to say that I'm strongly against this idea.
I think there are a number of other solutions that can be presented which won't have to resort to any of those things. It sounds like the problem here is being able to legitimately penalize someone who actually deserves it. Let's try to focus on that. It's tricky to come up with a solution that doesn't involve magical shielding, I admit, but I don't think it's impossible.
But as an example, the solution I'm thinking of now would be to simply have a temporary lift of the penalty (until the newbie leaves the sector) if they damage the more experienced player. Better yet, avoid the newbie altogether (he has a bus for cryin' out loud). I don't think it's as big of a problem as people make it out to be. If you're ever constantly bugged by someone who can't take a hint, just park yourself next to a station and let the strike force do the rest.
Ahhh... and as for the railgun PK exploit, there could be another solution for that. Perhaps earning medals will simply make those rewards visible in the station inventory. It won't necessarily mean you'll have access to them. It'll just mean that you'll be given the chance to buy them ONCE you've reached the proper skill levels. I'm not sure if that's possible right, but there's nothing that says it can't be programmed. No?
