For a Lord of the Rings analogy, I'd liken:
Itani = Elves
UIT = Men
Serco = Gollum
For a Scifi analogy, I'd liken:
Itani = Mimbari (sp?) from Babylon 5
UIT = Ferengi from ST-TNG
Serco = Alf
OK that was off topic I know, but here's my 2¢ on the Tutorials:
You can always re-take the tutorials, and yes incorporate the backstory into the tutorial as much as possible. Instead of a computer-driven tutorial, make it seem like you have a mentor in a station giving you insructions, helping you along, giving you awards for completed portions of the tutorial mission, etc.
Like the Cortana AI in Halo, perhaps the training is a "training AI" that gets "implanted" in your neural circuitry (Serco)/ onboard computer (UIT)/ mental telepathy (Itani).

Seriously though. I always thought of the Itani as two nations: the self-righteous Akanese, who are bloodthirsty avengers with a victimization complex, and the Order of Itan, who are inward-focused traders and monks. I figured the tutorial would go as follows:
New players would spawn and go through their first few missions in the newbie-sector, accompanied by a wishy-washy "love everyone" hippie instructor. He'd explain how the bots weren't really evil, just doing what they were programmed to do, and how it was our own error that they'd been programmed that way. You're not killing them so much as "cleaning up sloppy programming". He'd also drop hints about great power being available to those who sought it.
So you're out botting when a text message pops up from "AWV-Vengeance", informing you to go to some out-of-the-way sector. You go there, and are confronted by the Vengeance, an Akanese Warrior Vessel. They growl to you how the Itani are full of crap, are wishy-washy hippies, etc. THEY have all the cool hardware. THEY have the will to fight, and you'd be a fool not to join them. So here's where your decision comes: You can dock in the Vengeance, going to -800 Itani and +800 Akanese, or run back to the station and get +800 Itani and -800 Akanese.
The missions diverge from there, the Itani going towards philosophy and giving the new player a bus and a basic energy-shield widget (which would have to be implemented), and the Akanese giving a Cent MKI and some info on how to barrel roll.

/explode, definitely. Vital skills.
I like ctishman's idea, but I don't think it's going to work out very well giving only Itani shield widgets, as the Akanese were largely monks anyways.
Real quick: I don't like the idea of an "Order of Akan" vs. "Order of Eo". I'd rather not have the Itani nation divided.
There never really was a "vs" in the backstory, but the Order of Akan does do stuff that the Order of Eo doesn't want them to do...
I'm in disagreement with Leber about this. I think that a lot of good development could be taken in this direction, and would further the depth of the game and encourage roleplay.
