VO-Wiki has been moved to a new fresh up to date server and thus the wiki has been taken from the ancient and obsolete version 1.23 to 1.42

I believe I have brought back all the extensions that were in use, the site appears to work from the random checks ive made but let me know if you find issues

The place to let me know is the VOUPR github, you can file an issue ticket there just make it clear that it's for the wiki
