How exactly does this function work? Every time I try to use it, I get a lua error saying its undeclared. What table is this a part of?

That's cause it is undeclared! It's probably not the only error in the wiki.

The function is actually called LoadMissionNotes takes no arguments and returns a string with the contents of <player>notes.txt
