I think he's saying that it would be interesting to offer Vendetta subscriptions on a "sliding scale", wherein players from poorer countries would pay less than those from wealthier ones. I think he's also implying that we might charge either nothing or too much to Iraqi's - depending on how we feel about them. I think then there was a joke about there being a discount only for himself. Lastly, he was asking not to be flamed because it's just a crazy idea he had.
