Maybe each nation could have it's own numbering scheme. The different nations could even have different names for the same sector. Just like Deutschland is Germany in English and Duitsland in Dutch.

And well, the Sercos where once the peacefull scientists, so they probably 'invented' the whole numbering scheme, just like the US is '1' in the telephone numbering scheme.

Or possibly its the first and crudest. They obviously used it for practice and testing purposes to make sure the systems would be up to snuff by the time they got to the important NT ones.

Actually I think it's System 1 because it was the first system settled by the humans. Think; "Sol II" would be a logical choice for the first system the humans discovered.
