Squeaky wheel gets the grease. And it's a bigger news story. What's a bigger story, 100 people going to jail, or 1 celebrity going to jail.

There's a reason they're in "cardboard and plywood". You might think their way of living is a little strange, a little different, but if that's how they've been doing it, and they've been doing it a long time, they're probably doing something right.
A little less serious now: I've always wondered, if you placed a giant metal plate under a tornado, could you just shove it back into the sky? Maybe all you really need is a big explosion in the sky to disrupt the air. Plus the heat would cause all sorts of random turbulence, and neutralize the rotation. Or maybe design an entire city in such a way to disrupt the air, like an anechoic chamber (like the reverse of a orchestral hall, killing echos instead of making them bounce constructively).

I'm all for multi-level subterranean homes with concrete dome entrances. Sure, it would cost 8-10x what you'd pay for a regular home, but it would be indestructable... not to mention damn cool. And you could use it as a hurricane/tornado/bomb/fallout shelter as necessary.
